Florence and Hounslow produced a time of 109.60 seconds, the third-best time of the runners.
The pair only needed to beat the time of 116.49 to progress and blasted past that.
They will now look to better their silver from London 2012 as they race again at 6.15pm.
After Florence’s disappointment in the C1 single canoe final, he was back on form in the doubles.
The pairing looked strong and in control throughout, comfortably navigating down the course.
The German pair of Jan Benzien and Franz Anton produced the fastest time of 107.93 seconds.
