Transport bosses have been forced to renew a series of road orders for the Aberdeen bypass project due to delays.
The complete route was expected to open in autumn but was hit by setbacks, with contractors saying they hope to open it next month.
As a result, transport bosses have had to renew a series of road orders relating to the A956, A90 and A92, as they were due to expire.
The orders have been publicised as pressure mounts on contractors to agree to open the completed 19.6-mile section of the road from Craibstone to Stonehaven.
North-east Labour MSP Lewis Macdonald said: “The original expectation was the road would reopen between April and November.
“They’ll need a new set of orders as these have to be in place when the road is open.”
Mr Macdonald added that transport bosses would be “working hard” to announce an opening date for the Craibstone to Stonehaven section in time for next week when contractors behind the project will be grilled by MSPs.
Galliford Try and Balfour Beatty, the principal contractors who make up the Aberdeen Roads Ltd (ARL) consortium, have been invited to give evidence at a meeting of the rural economy and connectivity committee on Wednesday.
The consortium is contractually unable to make public statements on the scheme.

However MSPs hope that bosses may finally break their silence at next week’s meeting in Holyrood.
Transport Secretary Michael Matheson has accused contractors behind the project of holding north-east taxpayers to “ransom”.
Currently, ARL has to deliver all of the remaining parts of the AWPR at the same time but “defects” mean a new bridge over the River Don is not ready and therefore the whole road cannot open.
Mr Matheson claimed last week contractors were holding up the process by attempting to link the proposed contract change to an “entirely separate” legal action ARL is pursuing against the Scottish Government to recover extra costs relating to the AWPR.
He added that while dialogue continues to be constructive, he is “acutely aware” these talks “cannot go on forever”.
Discussion between the Transport Secretary and contractors has been going on for several weeks in a bid to get the Craibstone-to-Stonehaven section open but agreement has yet to be reached.
